How do I beat Nine-Toes in Borderlands?

I know it's early on, but I've just started Borderlands and I'm already having trouble. Any tips on weapons and tactics would be really appreciated.

It depends on what class you're using, but on a basic level, I'd suggest concentrating on Nine-Toes while playing keepaway from the Skags, using the high ground and Serious Sam-style strafing/backpedalling once he's down. Fire damage will be useful here since the Skags aren't shielded, and putting Nine-Toes' down asap is the aim of the game once you pop his shield.

If you're Brick, wade straight in with a berserk attack and then casually finish off the Skags life. Sirens should probably phasewalk behind him and pour on close range firepower - or use it to tactically let your shield recharge. Hunters should prioritise headshots and take him down at a distance, hug the walls to the left and right of the arena as you come in. Soldiers, erm, spam that scorpio! Spam it, damn it!

If you're having trouble, go level. Buy a better shield. Get a better gun. And, if all else feels, rope in some support!

I'd agree that the early bosses feel harder than the later ones, with the exception of Mel, who just seems like pot luck to me.

Anyway, for Nine Toes, my tactic is to run into his room, and immediately jump up the tiers to one side, pick off the skags, and then Nine Toes, from a safe distance. If one of the skags jumps up with you, just run round to the other side and repeat. I'd also do the opposite of Jon, and would focus on removing the annoying skags first, as they seem to do a tonne more damage than Nine Toes.
