Are bosses in Dragon's Dogma random?

I just ran into a sodding red dragon in the forest south west of Gran Soren. I was level 19 and it just shitted me up. Are bosses just random in this game?

PS. That dragon will always be there until post game. Best thing is to keep your distance until you are wiping the floor with Trolls and Griffins. The worst thing about dragons is they can take control of your Pawns and use them against you. A.ways aim for the heart (Climb on as a Ranger) and high damage attacks are a priority. Stamina will drain fast and if it takes off with you on it get off sharp ish as the fall will damage or kill you outright,

You can generally go back to an area when you have found a large enemy and it will be there again. The enemies change post game but are still there. Most large enemies respawn after a certain amount of time in game aswell so you can get rarer ingredient / components

Both of AlexWilla's answers are spot on (voted most useful) - I'd just add that you'll want to get some serious levels before taking on the Drake, and be sure to have at least one pawn who knows ice magic. It hates ice. Really, really, hates ice. Hire an up-levelled sorceror pawn if you need to - look for High Gicel or High Frigor.

It's worth trying to take down the Drake, as doing so has a small chance of Dragonforging your weapons and armour (e.g. you'll receive an instant boost to over the maximum upgrade level.
