The Dual Charger is powered from one of your console's USB ports and once you've plugged either one or two controllers into it there are a couple of built in LED's that glow red when the batteries are flat and green when they're fully juiced.
As far as I can see the only advantage to grabbing a play and charge kit over this is the fact that you'll still be able to play your favourite games whilst your controller's charging.
